There are softwares for making sigs like Adobe Photoshop and Paint Shop Pro.You can download a free 30 day trial for both from www.download.com and as for blinkies,Adobe Photoshop and Paint Shop Pro can be used for blinkies too.But you need another software to animate them like Animation Shop 3 which is also available at download.com.There is Adobe Imageready too,that comes with Adobe Photoshop.Hope that helped 😊
