It will also depend on the kind of study/ work that you do. For example, if it's anything to do with finance, Mumbai is better. However, if it's manufacturing sector, Delhi is better.

I stay in Mumbai but I won't recommend Mumbai for the following reasons:
1. Since you're coming down in August, in all probability, it will be raining heavily throughout your stay in Mumbai. You won't be able to move around freely because of heavy rains. It'll be monsoon season in Delhi as well but rainfall is much much higher in Mumbai.
2. Commuting from place of residence to office is a major headache in Mumbai. Even more so during the monsoons, when traffic congestion reaches an altogether different level. So, if where you'll be staying is not within 2-3 kms of your workplace AND if you will not be staying and working in South Mumbai, think twice and thrice before choosing Mumbai.
Comparatively traffic condition in Delhi is much better.
However, Mumbai is a much safer city compared to Delhi, especially for girls.
Also if you are getting to stay and work in South Mumbai, you should go for Mumbai. South Mumbai is actually beautiful.
