Yes I have also heart about so, Some version says that She doesn't want to come because its hurts her ego to come on Mrityu-lok. She knows that people will put dead bodies in her water .
In Maa-shakti they shown that she agree to come only after Parvati's insistence, after she gives boon to Bhagirath and then Bhagirath prayed to Mahadev and called Gangaji. I think this version is truth.
