He said his wife is dead last year to whom and he was married for nine years. But yet he is promising her to keep her in is life forever. does that mean keeping her as wife or the mistress, why can't he just say he should get marry to her soon instead of mai koi jugaad lagata hu to for spending more time with each other.

I think he's lying too. He doesn't want her to go away. He knows if he says that she's alive, even if they are separated, Sugni won't stay. Also, he gains her sympathy by saying that his wife died.
