Yes, anandi is trying to get financial aid from the government, but keep in mind that it is her own private school -- It is not the government school that already exists in Jayetsar, where she jagya and phooli all studied together once upon a time. In school districts, where the government is struggling to allocate funds its own public schools, a private school asking for funding will always be put on the backburner, regardless of how good the work it is doing is.
The fact that anandi has not got financial aid from the government for her school cannot be seen as an indicator of the backwardness of jayetsar .
She, phooli, jagya, lal singh etc. have all done very well for themselves after graduating from the government school that existed in their time -- and consequently, i would say that after looking at all four of them atleast, that educational facilities existing in jayetsar were of a first rate top notch quality to begin with even before anandi opened her own school.
However, girls were not going to the government school, the parents were not comfortable ... so anandi started her own school to educate girls, so that the girls parents would be comfortable with her. Since the parents saw anandi as beendhni of badi haveli, they sent their girls to her school out of respect for her.
So the point i am making is that anandi's school serves more of a social need than an educational need.
