@ achava -- yes, he is giving her a lot of importance -- but lets face it, she is a very influential person and very smart and she can be an asset to him if he gets to know her. Maybe the two other people in the middle - the tehsildaar and the district development officer are not able to give the same perspectives that anandi does.
In addition she is not an ordinary sarpanch. She has been given an award and acknowledged by the Government of Rajasthan.
And remember that this is not an established district with set ways of running... it is a brand new district. He has more responsibilities and has to put more work in to establish the district than if he were in a district that has been existing for ages. Obviously the Chief Minister will be closely supervising the new district of Jayetsar.
In his place, if I were the collector, she would be a person I would want to get to know and to be my ally no matter how junior she was. With anandi on my side, with her knowledge base, her alternative perspecives and good will in the village, I could do wonders which would benefit my own career eventually. If I have the goodwill of the villagers and can capitalize on anandi's social networks, then ultimately that will reflect on my own performance appraisal and the chief minister's perspective on my work.
