Is collector's honour high than CM

It is usually seen that the person with rank of higher order/rank is introduced in the ascending order...
But what was shown in BV was opposite...CM entered...gave his speech and the collector sahab is yet to make an entry[ like vip]
Already this collector is young, CM is in such a high rank that this can be considered as insult...

But as collector sahab is the hero of the show...he will obviously make VIP entry and ofcourse CM dont mind...😆
Like these many collectors are serving CM each minute...

It is not based on higher honour or rank. CM was introducing the Collector to the people... and so he enters when CM tells about him

But he would have present at the stage, intro can be given to a person who is already present...as the protocol is usually followed...
I know its for the suspense and nothing else...afterall he's the hero...
