Earlier their promotions used to be top notch. So I feel YRF is probably counting every penny for small films like BBB and Ishaqzaade. If the film clicks they laugh all the way to the bank due the low investments and if it flops then also loss isnt huge.

The film has already made money...it cost 12 crores to make and they have sold the television rights for 15 crores!
Low-key promotion is a good strategy if you are sure about your film and know that it will pick up after release! Else, it is a risky proposition because low-key promotions means a low-initial / start for the film!
But as you said (Shreya), Kahaani, Paan Singh Tomar and now Vicky Donor all had low-key to almost nil promotion...yet they all raked in moolah at the box office, primarily due to excellent reviews and word of mouth publicity!
Fingers crossed for Ishaqzaade! (Only if its worth, that is!)

I guess YRF didn't promote Ishaqzaade well enough for people to recognize/acknowledge the stars.

Bollywood is funny. On one hand, several movies are over-promoted to the point where we just want them to go away for good (like Ra.One), while there are a few movies that the aam junta is not even aware of until the films have actually hit the screens. Balanced promotions, anyone? LOL!

oh come on! lets not judge them too early! arjun's first film is yet to come and parineeti has been in news for her amazing natural acting but come on how much business did ladies vs ricky bahl even do? and she didnt even have a main role in it, even in posters she was sidelined! let this movie come and we'll see then 😃
