Why is it that the message in a banned member's post always reads

THE ACCOUNT OF THE MEMBER WHO POSTED THIS MESSAGE HAS BEEN TEMPORARILY BANNED?

Is permanent banning not really possible or did the coder(s) use the same message for both permanent and temporary bans by mistake?
