What on earth was Shyam on?

Seriously I think Anjali might have had it right that he was high on bhang. What on earth were the writers thinking making him giggly like a schoolgirl hugging his wife etc because he found out something about khushi being forced? That is so totally bizarre that I want to beat the writers up for it. Can they PLEASE make the characters consistent? Seriously how hard is it to do!
