I think she was in shock just like the rest of the family...plus we all know that Payal usually tries to speak as little as possible so it wasn't that big of a shocker that she kept quiet here as well. As far as blaming Khushi goes, I think she was perfectly justified there. After everyone had left, after the 2 sisters were alone, Payal asked her why she did this and Khushi didn't respond. I think any human being would be frustrated in a situation like this where nothing makes sense and no one is willing to provide answers. I think the taunt about Khushi not considering Payal as a sister was out of line, but I don't blame Payal as she was really frustrated and confused at this point.
