In terms of legality, I actually think Colors is overreaching by asking her not to promote Big Boss on her site. If they don't want a contestant to discuss their show or channel - then they ought to shut up PB, and all past contestants who blog, tweet the show and shut down the PR machines of everyone else on the show.
After reading the article, I could not find references to what your post is based on. The article does not say BCCC have any particular problem with Sunny's appearance of behavior on the show. The article states that no one can use TV show as a means to promote the illegal activities as per Indian law. Now what that promotion means can be subtle and open to debate. In my opinion using the fact that one appeared on the show to promote their illegal business can also be a promotion and I find it valid that the BCCC objected to that. Also Colors found that objection valid hence they acted on it.
"We all agreed that Sunny Leone has been using Bigg Boss on Colors to promote po*nography which is classified as criminal activity in India. Therefore, she can not be allowed to use our television to promote her business. Colors has agreed to comply and report back on steps taken."
Also in terms of legality I don't think comparing po*n with what PB or other contestants do makes much sense. One could be an illegal activity as per laws of many countries while other could be controversial but hardly anything to do with legality.
