In Hinduism, Narada (or Narad Muni) is a divine sage (deva-rishi). He is a great devotee of Lord Vishnu. Among other things, he is known for mischievously causing quarrels among the devas (gods), humans and all (doing idhar ki baat udhar, aag mein ghee dalna, that sort of thing). He is not evil though.

When someone is said to be a Narad Muni, it means that person is a mischievous troublemaker.

The actor Jeevan was known for playing Narad in the old mythological films with his trademark "Narayan, Narayan!" dialogue.

I tried finding some video of Jeevan as Narad Muni on YouTube. It seems only the movie Har Har Gange is available. Here is the first part (Jeevan enters after about 4 minutes): https://www.youtube.com/watch?v=wuO19MA6MKU.
