I am going to go by Ahem's one comment to Gopi, and the way he glared at Rashi and assume he knows something.

He said to Gopi you could have gotten 90% but because of your foolishness you got 60%. So this could mean he is saying to her, you were foolish not to open your mouth and ask the teacher to bring someone else in or ask the teacher to send someone to look for Rashi, and this is why you passed at 60% only.
So the his disappointment is that she didn't ask for help when she needed it, this may be revealed later or I may be setting myself up for disappointment again.

agree and like kokila, ahem can only do as much if gopi is shield her at all time. I think the reason he kept telling her she could have scored higher mark if focused was that he was giving her an oppotunity to speak up against her sister but that tactic failed and gopi was just happy passing and not thinking to herself that she could in fact have scored higher mark had it not being for rashi's mischiviousness.
