Uh Well. This brings in following of religion too, because different religion has different perspective regarding this issue. Since I am a Muslim, we call these ghosts 'Jin'.
According to the religion of Islam, Jins are of two types. One is the Muslim Jin and other is Non Muslim Jin, like how people are Muslim and Non Muslim.
Jins do exist. The good ones dont say you anything and the not-too-good ones trouble you. Its mentioned in our Holy Book Quran. And there's mosque also made addressing them in Saudi Arabia. So I do believe Gins are present, and I am really scared of them too.
Total my perspective, and total Islamic view. :D

The Chinese believe that according to their lunar calendar this is the "Ghost" month when the spirits roam free and prayers are offered to departed souls.

They exist if you think they exist, pretty much like everything else.
