Jayiji is played by a bengali actress Chitrapama, in real life she is very young, she has one two years old child and is now expecting her second child. She is probably as old as Hetal or a few years older.
I bet she covers her head because without the head covering she will look Hetal and Karan's little sister and Sweety's sister.
I don't think such young actress should be used in mother's role. It sends a very wrong message to mothers at large. It tells the society that mother of an adult boy in his twenties should look like Chitrapama, which in real life is not possible.
