Is Rs 31000 a fair deal?

Folks,

Weeks after weeks we have seen candidates being offered a 31k bailout in the 3rd round being rejected by each candidate. I have not seen one candidate taking this carrot. And why will they. It is so benign. I mean, I don;t even want to call it a carrot. Why would somebody loose a chance to win lakhs and crores for a mere 31k.

Which one of the above options you think would draw more candidate to take the carrot.
