This well known scheme called micro finance loan system, the founder of this economics got noble price, he is also the founder of Gramees bank in Bangladesh, Muhammad Yunus. In this you just give micro loans without guarantee to street vendors, so they bring return in profit. Many goverments are adopting this now to eliminate poverty, specially this sytem is applied many farming areas across the world among poor people.
