Can you imagine what he could have done with the show Karol Bagh? You would not have any of this kabootar babootar dialogue but really deep and expressive lines that you would remember today.See Bee, the line would have had more meaning if it was said by a character that genuinely cared. Just throwing that line there is meaningless in light of Simi's earlier behavior - it has no logic.I totally agree with you though, even the worst dialogue can have life breathed into it by a talented actor but tragically I feel that this line could have had more meaning a) if it made sense in the overall state of affairs and b) had more meat to it.I believe many are no longer concerned at the inconsistency with the storyline as long as they receive lines like this and get to see Simi-Abhi scenes but for me there is A LOT of unfinishined business and until the writers resolve these, I am not going to get excited or appreciate these one off sentences.

You are definitely right! If Dr. Reza had written 12/24 KB, the scenario would not be like this AT ALL. He would not have made Simi blurt out that line in the park way in the beginning 'magar pyaar toh nahin karte naa' to Abhi and neither would Abhi had called Simi to say "I love you" the very same night where he so thoughtfully had declined anything is there between them and they can stay friends.
I also agree with you about the inconsistency in the storyline and Simi's now-Hot-now-Cold behavior. Actually it is more of Cold-Cold behavior. Her "Warm" behaviour flew outta window the moment she comes to Abhi's home in the night to inform him that she had accepted Nakul's roka and I think that was the very same day when Simi had the roka done with Abhi in the morning (or was it mid-morning!). That way it was a TOTAL hollow dialogue.
