I've always liked vasu's assertiveness, but I do not like her spitefulness. However, she is elegant in her mannerisms and her immense love for her children is admirable.
In my opinion, it would take alot more for vasu to be redeemed in comparison to Ragini. Ragini has not taken a single negative action against anyone, her fault is her continuous passiveness (unreactive), she is open to persuasion which as a result causes her to forget her principles. On the other hand, vasu has been very reactive and she has done bad thing to people i.e. manipulating, decieving, and lieing in order to achieve her aims. So no, they cannot be compared, thus they cannot be redeemed on the same scale. To suggest that they can be redeemed equally, would suggest that their deeds are the same, which is a completely untrue assumption- and i'm sure you know that.
However, Vasu is indeed an impressive character. A true woman of substance, who knows exactly what she wants in life and knows how to achieve it, thus she has credibility in that sense...
