Definition: Cyber crime is the criminal activity performed using computers.
Now this could be done in variety of ways and the crime can also fall under different categories, more prominent being distributing viruses and identity theft. Once someone know who you are, they can use that information to their personal advantage. Most of the times, the crimes are not reported unless there is a heavy monetary loss.
Why people are hesistant in reporting these crimes in cases of loss of personal data or information when they can be fall victims to such criminals who can use your personal information to their advantage? Is this lack of awareness (we don't know how to report such crimes) or lack of time (why bother as long as it doesn't involve money)?

maybe it is because cyber crime is difficult to trace and those who are doing it is difficult to be persecuted.
