What if one loses but still perceives themselves as the winner? Certain folks are known to be delusional and their delusions are based on their perceptions which, they feel, is their reality. In that case - perception certainly precedes reality.
But for durable realities, they'll only remain so! Like because people BC thought that the earth was flat pizza-shaped didn't mean it actually was. That's why I like the above definition of terms, because as Usne states, ultimately, you direct towards the reality upon discovering things! Before that, everything actually only is perception! 😉
Reality is relative and is always based on the perception. Therefore, reality will always be subordinate to perception because it changes based on one's perceptions which change based on one's circumstances.
While we have no control over the circumstances, we definitely can control the choices we make given a certain set of circumstances. Our choices are dependent on our beliefs. Hence, I feel, belief is the most powerful of all as it helps us make our own reality - be it actual reality or delusional reality. At the end of the day, everything boils down to belief.
