Kalanjar is the name of a place. The dog requested Ram to make the beggar as Kulpati in a temple in Kalanjar. Here kulpati means mahant i.e. head priest of the temple. A kulpati had lots of power but also lots of responsibilities. It was the job of kulpati to worship god daily, take care of the temple and also feed brahmanas. Only after doing all of these, he was supposed to eat. Not only this, he had to all these jobs with happiness in his heart. It was such a sacred job that falling from one's duty in that job was a big sin.
Only somebody with pure heart could do this job perfectly. The dog knew that the beggar was not of pure heart. So he would misuse his powers and thus incur sin.
