Well Gautam is earning from hotel now. It's not like he didn't have the money to pay the rent. It's more like he didn't want to pay so took that amount as fees from Karan. Also they didn't disclose how much money Sahil needed

As far as I remember Tulsi asked for rent for the hotel business from Gautam. Did she ask to close the hotel

No, she didn’t ask for the hotel to be closed down but that they don’t sell any alcohol and not serve any non-veg in it.
