That's not how the tournament works. The Round of 32 was decided before the tournament started. It is not finalized during or after the group stage matches. It doesn’t matter which group winner finished with more points than the other group winners, or which team had a better or lowest goal difference. The matchups were already fixed.

This format, where the 8 best 3rd placed teams qualify for the KO stage, is annoying. It should either be a 32 team tournament or a 64 teams with 16 groups, where only the top two teams from each group qualify.

Imagine, Senegal qualified simply bcoz they managed to beat the tournament's weakest defensive team Iraq 5-0.
