Wouldn't be the first step to eliminate the cultural excuse and replace it by terms that openly denunciate the human flaws when sticking to the concept of dowry?

Would the future groom and his family like to pose as openly declared greedy, selfish, looking for a cheap housemaid etc? Would the brides parents not be able to tell the other party: we are not so desperate to pay y o u for marrying our daughter ... if you don't want to treat her as the now leading lady in the house then look for someone y o u have to pay for.

However, t h a t would only eliminate the dowry, not how women are treated in the husband's family. There is really a lot of grassroot-work to do...and t h a t is doable (especially on grass-root level).
