They do have a certain budget allocated for actors and the trick with veterans like Sudhaji lies in their scheduling. Actors are not paid per episode always, they’re also paid by shifts. Leads are required for every episode, at least one of the two main leads is supposed to be present in an episode even if both can’t be. But it’s not the case with character actors who play either supporting roles or negative roles. They are required for their specific scenes and not all of them are with ensemble cast. So most of the time they shoot their part per their schedule and leave in one shift. If they’re doing multiple shows or some movie or are travelling or have other personal commitments they can even shoot their scenes in advance in one or two shifts and leave. They are also sometimes simply shown travelling or being busy with something or in an hospital.
They’re required primarily for their closeups and scenes where the audience needs to see them interacting with the cast but their BDs can do their long shots and cheat shoots. Besides, in shows that you mentioned, they are likely the most experienced and highest paid actors; PHs and channels specifically cast them based on their popularity knowing that they have a fan base despite being typecast.
Also, sometimes it’s these characters that make a show. Kahiin Kissii Roz for example was launched at a slot of 11 PM when it was unimaginable to think of such a thing, as in airing a show’s fresh episodes in what was essentially the graveyard slot. Most channels didn’t have anything on or if they did it was to air English shows meant for adults. Sometimes reruns of shows or Hindi movies meant for adults. KKR was a game-changer and it largely worked owing to the out of the box and unique vamp that Ramola Sikcand was. The actors who played the leads weren’t anything extraordinary or even popular enough on their own back then. Even then, Sudha Chandran was a more popular name than the rest of the cast combined owing to her extraordinary personal story.
So yes, a relatively small show could spend money on a popular name for having some star power in their show since they can’t entirely rely on newbies and unknown small time actors to make people watch their show. That’s an investment that they have to make if they plan on cutting costs by hiring new people who are yet to make it big. If they try to be extremely miserly in their budget they can’t expect the show to get noticed let alone succeed, get popular and on air for long.
