Yes parents can not force. But girls can't scape and marry without there guardian permission. Otherwise the marriage is null and any intimate relationship will be counted as zina. There is hadith about this.
14th century Sutan Suleiman( hreatest emperor of Turkey and one of the biggest teformer of Islam) made it compulsory.
Akbar in India (16th century) made it compulsory .But it could be older as Bangladesh was ruled by Sultans( Turkish).
