Yes but timing has to be right for the movie. They tried copy pasting Ae Mere Watan Ke Logo into that Sky Force. Look what happened to that movie.

The song could do wonders especially because from the teaser it seems like they are keeping the same tune, lyrics, etc. just with different singers.

But I doubt if Border 2 will do well as a movie. War movies do better business when there is something fresh in people's minds. Uri did well because it came pretty soon after the actual attack. The josh was high in people and then this movie dropped that encashed that josh. But after that the next war movie that did well was Shershaah and a big part of that was the way the story was told as well as the music. I can't think of another war movie after that doing well. Fighter, Sam Bahadur, Pippa, Sky Force, 120 Bahadur - none of them performed well. Yes Fighter was like in the top 10 movies of the year, but it was panned heavily and I think it just did a little better than its budget.

Border 2 is coming at a time when not only is that josh missing, but people are on a high from Dhurandhar and until part 2 of Dhurandhar no other macho movie can replace that high.
