This isn't called PR. This is called bringing awareness, shedding light on a dim situation, asking people to help, rallying support. In a situation like this, it's a lot more helpful when you do it out in the open, than "Quietly". It leads to a chain reaction and a lot more help from the public.

To me, it isn't pr either...I just reacted on things I read on social media.

In Germany, we have - apart from fire brigades - a federal technical emergency service which provides aid and also organises all the aid/support coming from public sectors and private ones.

How does the Indian National Disaster Management Authority work?
