Also, one thing is certain. Reservations are not about economic backwardness; it's about fighting the casteist mindset where Upper Caste people do not want to be around people from the lower strata or mingle with them at the same level. Casteism needs to be eliminated. Not have reservations based on it. If anything there can be reservations based on economics as you said for upliftment of the poor and current reservations phased out over time.

I have seen cutoffs. In many cases they reach zero even and in most ifs far lower than GC. I have seen where the highest reservation score was below the GC score. I have never seen majority being greater than cut off.
