Of course. He played in IPL for Mumbai Indians till he was 40. Then he retired.

@b: not exactly but yeah MS always had the aura for a captain. Captaincy is not exactly learnt but a natural virtue. Rutu should work on it a little bit that’s all. Not blaming him fully for the failures, but he relies on players who he is comfortable with and ultimately that create a strife within the team because of the losses.

Pehle BCCI didn't have control on most grounds except a few iconic ones. It was owned by state governments. Then around late 2000s me BCCI made a rule that to get an India match the state association will have to construct thier own grounds. Of course bcci will help them with whatever needed but the ownership should be on state government. They can even lease the existing grounds exclusively too. That was done to make sure that Anyone else wanting to use that ground would need bcci permission. And bcci will never allow another league to grow in India.
