legal means registered one through law. Rest all rituals happened also it won't be counted as certified ones. During my Mom times shadi registration is not needed as they married in front of society. My father submitted marriage card as proof so that entry in his file in office done. Same for kids birth too. We registered it in registrar office. My sister and hubby both in govt service so they have an option form in their office so it's easy for them.
Donno then. Most marriages here (of people in their 50s ofcourse) are still not registered and are still considered valid. Obviously it's different for everyone younger when certification became common in early 2000s. It wasn't common here in the past century. I'm just judging by that.
At least on paper, as far as I've read, marriage conducted as per ritual is legal as per the Act. But without a certificate obviously it's hard to prove an marriage occured.
