Only two male witnesses are needed. However some scholars say that they are not needed at all. I think Hanafi fiqh goes with that. Arfa can confirm. Imam can as well be considered as a witness.

None of the people present there could be her wali.

Would the moulvi and Shabbir count as witness?

Yes. You can get married without Wali in Hanafi. But if you go after marriage and then your wali (parents) say I don't consider, then it will be invalid. Hence scholars recommend to the parents that even if children marry without wali, just accept. Because then prob hojayegi you know bcz they already lived together.

Also in this case she is a divorced woman. So she doesn't need anyone's permission to marry

Yes. Even Shabbir’s mother could be a witness.

Haan a divorcée & a widow can marry without a wali.

In Hanafi, two witnesses are needed. But yeah marriage can be done without Wali (Male guardian from girl's side) too. And yes imam can be considered as witness too but i was just confused about shabbir.
