Well we're in kalyug for a reason Lakshman ko lagi tab koi jaake leke aaya .. warna these were found during samudra manthan. And I think RS mein hi they showed Hanumanji ask permission before he took them, because the devtas guarding these herbs won't let them be taken for anyone.

Yes there were four herbs both the times. Once mentioned by Jambvanta and second time when Ravan attacks Lakshmana with Shakti, that time Sushena ( who was a vanara ).
