She wasn't hesitating as she is quite comfortable with Neil when it comes to sharing. She was avoiding that topic because she was avoiding thinking about what Kartik did. You know her habits of suppressing things from herself too. She wanted to share her pain with Neil, she wanted to talk to him but she was very overburdened with those emotions that she couldn't. It's only after watching Vidur's with the spy she mentioned Kartik.

Maybe she reveals it to him in the upcoming balcony scene?
