Nepal doesn't have stadiums and facilities to host it.

UAE was denied by the medical staff due to the weather.

Bangladesh is a friendly country though, at least the government is pro-India, if not the spectators. But it wouldn’t have mattered since none of the matches (except one) feature Bangladesh.
