Because if the Royals suspect Dhruv in having aided this plan, they will then have to also assume that he's in cahoots with Senapati (which, if they think, shouldn't be possible- see Mahavir scene with D-S when D asks for where his father is, and Senapati says he will never tell the location)

Very conveniently, Dhruv and the Royals aren't being shown coming face to face. All their talks with Vikramjit/PSM are happening without the other seeing it.

She likes the crown and the throne, and so sits on it. Maharani gives a couple of warnings and then tells her soldiers to take Shyam Mohini prisoner, but Vikramgarh's soldiers (present in disguise) kill the existing soldiers, and there's a bloodless coup.

PSM even takes the ring off Maharani and points to all the rings she's collected from kingdoms that they've conquered

She orders the Rajparivaar to be taken prisoner and says if they protest, kill them.

Senapati tells Dhruv that the throne and Tara will both be his soon. He is back in his normal clothes, and he tells Maharani that he was the person who aided them. Vikramjit congratulates him and says he will be the administrator/ruler for them.

Soldiers bring Dhruv and ask him to bow before Shyam Mohini. He shouts at her asking how she had the temerity to sit on the throne of the King.

Precap- PSM asks Dhruv to bow before her or face death. He says he will not bow, and PSM tells he must die. Samrat volunteers to do the job.
