Not at all. She clearly said Angad himself will cross limits. She clearly believes Angad loves her and is stopping himself due to society and Angad refuses to be harsh. She does not mind being the other woman, she won't wait for him to officially marry to take action.

If she cared about Brar bahu image she would never brazenly offer ema, she doesn't mind losing it if she gets Angad and Angad will do the right thing , Sahiba will encourage him to, he will stick by her if he sleeps with her.
