I think what he is saying is - had there happened no time-travel thing, Maharani wouldn't have been asked to do the agnipariksha. She would have just continued to bear the rajdand. Since that moment of agnipariksha wouldn't have arrived, so wouldn't have her curse.

In the alternate timeline (where Samrat ruled), there would have been no chance for Maharani to give the curse in the first place. She was asked to do AP and consequently gave the curse because Dhruv asked the Maharaj a favour and altered the timeline.

For the curse to take effect in this altered timeline, Samrat or someone who asks for AP still now has to come to the throne (unlikely because Mahavir is now next in line)
