Varun in his peak was more bankable .

Honestly speaking, despite his recent failures, Ranveer is the bigger star yet. Varun is bankable too of course but Ranveer's movies (Padmaavat, Simmba, etc.) have reached far larger audiences so even just on an awareness level, more people will recognize him.

Recently, Ranveer has chosen poor movies with mediocre trailers, no hit songs, and little promotions so his movies have taken poor starts. Varun, on the other hand, has shown the exact opposite with JJJ and Bhediya this year. That being said, I don't think there is anything stopping Varun to get more stardom, especially if he focuses more on his massy appeal and works with better directors. Bawaal could be big for him.
