Yes, but he seems to be someone who keeps the promise. So I felt it's out of character. But, you might be right. The desire to become ruler overpowered his promise.
The story was actually something new. Peer Shah Alam was against the backward traditions of Peera Pur as he had a progressive outlook. However, he was a weak man so he never did anything to change the system himself and chose the way of escapism. He married one woman according to Peera Pur traditions and one for the wishes of his heart. He spent his entire life outside the Peera Pur and never went to his wife and children who were living there. The turning point is when he convinces/forces his modern and educated children to go back and do something to change the old system. The story is about how each of his modern children and power hungry son, nephew and sister from Peera Pur reacted to his decision.
It could be an excellent drama if direction was better. I won't even blame to Bakhtiar and his love triangle with the two sisters because it is also direction's fault that audience never felt anything for Bakhtiar and Jahan Ara's love story.
Shahzaib was only a bit lesser evil than Qaiser or previous Badshah Begum otherwise all of them were equally power hungry from the start.

But I have to say Shazaib's friend was right. Shahmir with his naivete and political ineptitude was his own worst enemy.Shazaib literally didn't have to do anything and the people around him were so trigger happy and impulsive.
