Of course he loves Imlie, and yes Imlie is his priority. I am not saying he will resent Imlie or hate her in any form. but he does come with baggage and trauma of his own. He for the second time stood and watched helplessly as he lost yet another family member. This could lead to him blaming himself for not being able to save Cheeku.
Imlie will blame herself, and they would be too busy trying to put on a brave face for each other that they won't grieve. And this will pull them apart, their guilt of losing cheeku.
