It doesnt make any sense to me. They were just going in rounds and rounds about it since season 1, like they didnt have anything better to make them stick to each other.

Frankly, them bringing up the guilt for turning Damon in the first place back in season 8 was a shit idea.

damon never openly blamed others for his actions like he told stefan many time what he did wasnt stefan's fault he even told elena in s4 and s5 that he was bad for her but i guess subconsciously damon blamed stefan so finally he wanted to officially say it out loud to stefan that he forgave him and he has loved him all this time because both of them needed it stefan had said that to damon in s2 but damon hadnt been able to forgive him fully it was in his subconscious though that didnt stop damon from saving stefan(before s5 happened)

that being said i didnt like the fact that we never get a scene where damon apologized to stefan for the shit he pulled

yes, but it should have happened long back. Damon should have said that he had forgiven him all those years ago (make up some incidence), but didnt really say it, so now he is confessing that he had forgiven him and that didnt owe him anything
