Seems to be Malayalam movie Driver License.
Very similar. But the fan in Driving Licence is not a nutty teenager. But an older married guy who wants to regain his self respect or rather not lose his son's esteem after being insulted by his favorite actor in front of his son. It's an ego tussle.But both characters have legitimate reasons.
