Why does he not divorce her? It's like a vicious cycle in which both brothers are stuck in... Both jheloing her for each other and she is getting what she wants. If Sai was not there, she would have framed Virat by now.

We discussed this in length on another topic actually. I feel Samrat knows what is holding her back going full on lusty at Virat and openly is that she is still married. If he divorces her she will make sure Virats life is ruined and will do what ever it takes to get Sai out of her life. Just think of what all she did inspite of being married and Samrat is gone for just a few hours. And trust me she will dera jamao in CN as Badi Mami's daughter emotionally blackmailing her if samrat divorces her and she will be behind Virat 24/7
