I'm sure the person who conceptualised the scene is from stage play or theater background. I have seen it used to build up a momentum in the action to fill the silence. The space which was treated like a witness stand in court is now being taken over by the bystanders to heighten the mood.

That scene was really funny and not needed. Even what bapuji did was weird to me. The only part that made me numb almost was the background of Baghban and Anupama leaving. The makers choose such specific lines - the truth that the ghosla is about to witness now
