But would not insulting Panchali infuriate Krishna and the Panchalas even more?

If she was just kept as hostage then no one could put a finger on Kauravas. Duryodhan could continue being the emperor in peace.

That attack could have had happened with a slave Draupadi too. Panchal and Krishna (which was a small army with half of them not in his support). Kauravas were strong enough for them with no Pandavas(even Drona and Bheeshma were younger them)

They definitely didn't fear a physical attack of theirs

Draupadi could have actually garnered more support from elsewhere with her wit and could have garnered Brahmin support .

I think thats what Shakuni wanted to avoid

Or he just wanted to rub salt on the Pandava's wounds. Having their wife as their Daasi. Like now a days in social media when men argue, they give Gaalis against the mothers and sisters.

Once upon a time read an incident about khap panchayet and honour rape, may be not in India..can't remembr. The boy had an affair with or married an upper caste girl. As punishment his sister was gangraped by upper caste men on order of Khap panchayet...something like this.
