As Rekha_ji mentioned, it should have been between Tabu, Manisha, and Karishma.

But Filmfare awards aren't really merit-based. It was especially bad during the 90s and 00s.

Awards were given on most popular roles , not best acting performances then mostly. Hrithik & SRK won best actor for kaho na pyar hai and dil to pagal hai respectively fgs !!!
