Yes it’s absolutely normal. For the little kids mouth is the same as cheeks or nose or any other part of the face and they can kiss anywhere they feel like.

Of cos it's normal... When my nephew was 2 , he used to kiss me on lips to wake me up...kids are kids... The ppl commenting clearly haven't been around babies and toddlers
